Dallas police arrest two men after shots fired during crash response in Oak Cliff
Dallas, Texas – What began as a routine response to a vehicle crash in Oak Cliff quickly turned into a far more dangerous scene early Sunday, when Dallas police officers investigating the wreck were met with gunfire nearby.
According to a preliminary account from the Dallas Police Department, officers were working a crash at Jefferson Boulevard and Plymouth Road at about 2:07 a.m. on March 22, 2026, when the sound of shots pulled their attention toward a business parking lot in the 2600 block of West Jefferson Boulevard. Surveillance footage, police said, shows two men outside the business, at different moments firing guns into the air while interacting in the lot.
Investigators say one of those men then climbed into the driver’s seat of a gray pickup truck, while the other got into the rear passenger side of a black sedan. As officers ran toward the gunfire, they saw the black sedan leaving the area. Police said a passenger in that vehicle pointed a gun out of the car and fired in the direction of officers. The officers returned fire as the sedan continued east along Jefferson Boulevard, with additional shots allegedly coming from the moving car.
In the middle of the chaos, people in the parking lot directed officers to the gray pickup that had also been tied to the gunfire. Officers tried to stop that truck as well, but police say it sped away from the area.
At this stage of the investigation, authorities do not believe anyone was struck by the gunfire. As detectives worked through the evidence, they identified the two suspects as 42-year-old Frank Williams and 20-year-old Antonio Hernandez Rivera. Police said Williams was determined to be the driver of the pickup and now faces one count of deadly conduct. Hernandez Rivera was identified as the person who allegedly fired from the black sedan toward officers and has been charged with two counts of aggravated assault against a public servant. Both men are now in custody.
Detectives also recovered what police described as Hernandez Rivera’s black Glock 17, which investigators say was used in the shooting. Dallas police said the case is the department’s sixth officer-involved shooting investigation of 2026.
The department’s Special Investigations Unit is handling the case, while the Dallas County District Attorney’s Office will conduct a separate review, as required in such incidents. The Office of Community Police Oversight has also been briefed. Police said the investigation remains active and that details could shift as witness interviews, forensic testing, and video review continue. Relevant body-camera and surveillance footage has been released in a critical incident video.
