Frisco City Manager hired two more people citing more work due to Frisco’s fast-growing community
Frisco’s administrative team is set to welcome two fresh faces this summer: Rob Millar and E.A. Hoppe, as they step into the role of Assistant City Managers. Their selection was made by City Manager, Wes Pierson, who cherry-picked the duo from a list of eight potential candidates, featuring three contenders from within the organization. They will be working alongside existing team members – Deputy City Manager, Henry Hill, and Assistant City Manager, Ben Brezina.
“Because Frisco is such a dynamic, fast-growing community, we want to be well positioned to balance our continued pace of development with preparing for the future,” said Wes Pierson, City Manager. “We’re fortunate the new positions drew so many impressive, qualified candidates, including three internal applicants. I believe Rob (Millar) and E.A. (Hoppe) will bring additional skills and experience complimentary to our leadership team and will help us continue our ‘Progress in Motion’.”
Rob Millar is a seasoned veteran in the field of government, bringing with him an impressive three-decade long career. His previous professional stints were primarily in Scottsdale, Arizona, where he held various key positions. These roles ranged from Neighborhood Liaison and Citizen Liaison to Chief of Staff for the Mayor, culminating in his most recent position as the Director of Economic Development for the city. In this capacity, Millar achieved noteworthy accomplishments, including securing and retaining over 12,000 new jobs, which had a whopping five-year total impact of $40 billion. In addition to this, Millar claims to have contributed to Scottsdale’s coffers by bringing in $350 million in new capital investments, along with formulating a five-year strategic plan.

Rob Millar’s credentials are highlighted by his certifications from the International Economic Development Council (CEcD) and the International Association for Public Participation (IAP2). His educational background includes a Bachelor of Arts in Public Administration, earned from Ottawa University.
E.A. Hoppe, on the other hand, boasts an 18-year-long career in the realm of government service. His professional journey began in Richardson, Texas, where he served in various leadership capacities as a management analyst for more than nine years. His experience also includes a four-year tenure as City Manager in Bulverde, Texas. More recently, in Kerrville, Texas, Hoppe served as a Deputy City Manager for nearly five years before stepping into the role of City Manager in 2021—a position he has held till now.
In his capacity as Kerrville’s City Manager, Hoppe secured multiple economic development grants and pioneered the city’s inaugural Tax Increment Finance Zone (TIRZ). His accomplishments extend to revamping the zoning code and putting forth extensive long-term planning initiatives concerning housing, water supply, and infrastructure. Over his seven-year tenure in Kerrville, he oversaw more than $100 million in infrastructure enhancements. He was also instrumental in initiating various programs aimed at invigorating downtown revitalization.

His academic qualifications include a Master of Public Administration from the University of North Texas and a Bachelor of Arts from Austin College.
The recruitment process for these two coveted Assistant City Manager positions began in February, attracting a sizeable pool of 136 candidates from across the country. The selection process saw this list narrowed down to 20, and ultimately to eight finalists. These finalists underwent a comprehensive evaluation process, including meetings with city department directors, tours of the city, and sessions with an internal six-member panel comprised of city managers and staff.
“We’re still working on our new organizational structure,” said Pierson. “I’m confident Rob and E.A. will be valuable additions to an already great executive team. Our goal is to provide excellent city services, programs and special events to our residents, businesses, and visitors. I’m confident this is the best team to build upon our strong foundation in anticipation of preparing for the future,” said Pierson.
