Department of Public Safety operation in Dallas results in 11 behind bars, including two DPS employees
Dallas, Texas – In an extensive operation targeting vehicle inspection fraud near Dallas, the Texas Department of Public Safety (DPS) has arrested 11 individuals, including two of their own employees, in connection with what is known as a “clean scanning” scheme.
What is clean scanning?
Clean scanning, a fraudulent practice that undermines the integrity of vehicle emissions tests, involves conducting emissions tests on one vehicle but attributing the results to a different vehicle with a distinct Vehicle Identification Number (VIN). By doing so, vehicles that might otherwise fail emissions tests are granted illegitimate passing scores, thus circumventing mandatory environmental standards.
On August 18th, as part of an ongoing, wide-ranging investigation into suspected illegal activities at vehicle inspection stations across the state, DPS arrested two of their employees believed to be deeply involved in this clean scanning conspiracy.
This investigation, spearheaded by DPS’s Regulatory Services Division in coordination with the Criminal Investigations Division and the Texas Highway Patrol, used extensive surveillance measures to identify and apprehend those involved in the illicit operations. The initial arrests were made on April 26, 2023, during which five individuals were taken into custody. Subsequent interrogations revealed that two DPS employees had been colluding with the inspection stations, providing them with vital information to evade detection in return for monetary compensation.
Two Department of Public Safety were arrested on August 18 by the Texas Rangers
The Texas Rangers, an elite division of the Texas DPS, apprehended the two implicated DPS employees on August 18th. Both are facing charges of engaging in organized criminal activities. As the department awaits the outcomes of both the criminal and administrative inquiries, the two employees have been placed on suspension.
In addition to the two DPS employees, four other non-DPS individuals were arrested, and potential charges are currently under review for their alleged participation in the fraudulent scheme.
As the DPS continues its rigorous investigation into clean scanning operations, the agency has indicated that more arrests and charges are expected in the coming days. This operation underscores the department’s commitment to upholding the law and ensuring that those within its ranks who violate the public trust are held accountable for their actions.
